Applying to Turkish universities as an international student in 2026

How self-funded international students apply in 2026: exams, documents, timelines and the student residence permit.

TürkiyeRota Journal · General information

There is no single national form for self-funded students

If you will pay for your own studies, you apply to the university. The Council of Higher Education, YÖK, says so on its admissions page. Law No. 2547, article 45/f, lets YÖK set the principles for foreign students and for students who completed all of secondary education abroad. A candidate who wants an associate or bachelor’s place applies to the university with the exam and score that university has set, plus the other documents it asks for. YÖK’s own examples are TR-YÖS, Abitur, SAT and the IB.

YÖK publishes the quotas. The 2026–2027 booklet, adopted in June 2026, says applications go to the institutions, and that dates, tuition and other conditions are on each institution’s website. There is a national quota list and there is no national deadline. Education in Türkiye can help you compare programmes. The university admits.

Türkiye Scholarships is a different door. The official programme at turkiyeburslari.gov.tr says the scholarship covers study at associate, bachelor’s, master’s and doctoral level, that it includes university placement rather than only cash, and that applications are made online and free of charge. It is competitive. A 2026 call is announced on that site. Use the call that is open now. Do not reuse last year’s months. Winning it, or not winning it, does not by itself file a self-funded application to a university you chose yourself.

TR-YÖS, a university YÖS, SAT and school-leaving exams

These names get used as if they were one exam. They are not.

TR-YÖS is the Türkiye International Student Admission Exam run by ÖSYM. YÖK’s admissions page says it is held twice a year and points to osym.gov.tr. The principles on admitting students from abroad say the exam is given in Turkish, German, Arabic, French, English and Russian, and that institutions are to use TR-YÖS results. University-entrance results, with SAT and TR-YÖS named as examples, are valid for two years. Secondary-school leaving exams, with Abitur, the International Baccalaureate, GCE and Tawjihi named as examples, have no validity limit in those principles.

A university’s own YÖS still exists beside TR-YÖS. Study in Türkiye describes YÖS as an exam for international applicants and says some foundation universities hold their own, in Türkiye or at centres abroad, and announce the results themselves. If a page says “YÖS” and does not say “TR-YÖS,” ask which sitting it accepts. Another university’s private score is not a TR-YÖS result, and a TR-YÖS result is not that private exam.

SAT and the other exams on a list count only if that list says so. YÖK treats them as examples of what a university may set, not as a national pass mark. An entrance-exam score older than two years can be too old under the principles. Read the current international page, and the current ÖSYM guide if you will sit TR-YÖS. Your first steps toward studying in Türkiye is about the shortlist. This article is about the rules those pages sit on. The sittings, the paper and the scores a 2026 directive may read are in YÖS and other entrance exams for Turkish universities in 2026.

Who the principles are talking about

The YÖK page is for foreigners, and for people who completed all of secondary education abroad, who will study with their own means. It is not the domestic YKS route. Turkish citizens and dual citizens are a separate question on each university’s guide, often tied to where the last years of high school were completed. A second passport does not by itself make you an international applicant. Ask the university in writing if your status is mixed.

Public and foundation universities both sit in the quota system. Foundation here means a non-profit private university, not a charity scholarship. Tuition is whatever that university publishes for your year. A figure from anywhere else is not a budget.

Master’s and doctoral admission is not a copy of the bachelor’s route. Graduate schools publish their own exams and language rules. If you already hold a foreign degree and need Türkiye to recognize it, that is equivalence, later in this article, not an admissions exam.

A timeline you can actually keep

Nobody honest can give you one calendar for “applying to Turkish universities in 2026.” The honest calendar has four clocks, and only the official page for each clock is binding.

  • Quotas: YÖK publishes the year’s international quotas. For 2026–2027 they were adopted for applications to the institutions. The booklet tells you to take dates and fees from the institution.
  • The university’s window: it opens and closes on that university’s international admissions page. Missing it is not cured by a strong score.
  • TR-YÖS: twice a year, on the calendar ÖSYM publishes. A result used under the YÖK principles is valid for two years from the rules those principles state for entrance exams. Register only after you have read the current guide, including who is allowed to sit.
  • The student visa: Study in Türkiye’s visa page says you obtain it from the nearest Turkish consulate after the admission letter, that the procedure can take time, and that you should apply as soon as the letter arrives. It also points to konsolosluk.gov.tr for visa applications that can be started online. An ordinary e-visa is not automatically a student visa. Use the consulate’s instruction for your nationality.
  • After you land and register: the residence-permit clock, described below. It is not part of the admissions form.

Documents universities commonly ask for

The list that matters is the one on your programme’s page this season. Study in Türkiye’s profiles show the kind of items that appear, and they are not identical. Use the following as a preparation set, then follow the page in front of you.

  • Passport identity page, and photographs to the size the form states.
  • High-school diploma or graduation certificate, and the transcript. Graduate applicants substitute the relevant degree and transcript.
  • The exam result the university named: TR-YÖS, that university’s YÖS, SAT, Abitur, IB, or another exam on its list. A result it did not name does not fill the gap.
  • Language evidence if, and only if, the programme requires it. Some programmes on Study in Türkiye ask for Turkish, some for a foreign-language test such as TOEFL, and some ask for neither at admission.
  • A translation and a certification of the kind that university described. Many profiles say a notarized or representation-certified Turkish or English translation. The Persian, Dari and Pashto translation guide is the detail if the original is in one of those languages.
  • Proof of means if the university asks for a financial guarantee or a sponsor letter. There is no single national bank balance.
  • High-school equivalence when the university asks for it. That request is common and it is not the same document as a YÖK equivalence of a university degree.

Language of instruction, without a universal score

Turkish-medium programmes often want a Turkish proficiency result. TÖMER certificates are one tool universities use. English-medium programmes often want a named test. Study in Türkiye’s profiles show both patterns, including universities that state no Turkish requirement and universities that publish their own threshold. Another campus’s number, including any “60” you have seen, is not your exam.

A preparatory year is the university’s decision. Ask whether a failed language test means a prep year, a refusal, or a deferral, and whether that year is part of the residence permit. Migration follows the length of study the university reports.

If you need the documents translated, settle the language of the translation with the admissions office before the sworn translation is ordered. A beautiful Turkish booklet is the wrong booklet if that office asked for English first, and the reverse is just as expensive.

Equivalence: high school is not YÖK, and YÖK is not admission

Study in Türkiye’s equivalence answers draw a line that applicants blur. Equivalence at YÖK is for associate, bachelor’s and master’s diplomas obtained abroad: a comparison of that diploma with the corresponding Turkish degree. Doctoral equivalence is the Inter-university Board’s field. Equivalence of secondary-education diplomas is the Ministry of National Education’s field. You do not file a YÖK equivalence in order to start a bachelor’s degree. You file what the university and the Ministry ask for so that your high-school diploma can be read as the equivalent of a Turkish high-school diploma, when that is the request.

The same answers say translations in an equivalence file must be approved by a Turkish notary or a Turkish representation, and that an apostille is the Hague route for diplomas and transcripts between parties. The result can be equivalence, a further requirement, or refusal. An unrecognized institution does not receive a positive assessment. Do not budget from old fee figures on that FAQ. Use the current YÖK instruction if a fee is charged. The 2026 fee and the route for an Iranian or Afghan original are in the legalization and denklik guide.

Start equivalence when the university’s list makes it a registration document, not on the day of registration. It is a correspondence with a ministry. It does not move at the speed of an online admissions form. Translation support belongs in that preparation if the papers are not already in the language and the notarial form the instruction asks for.

After the letter: visa, registration, student residence

An admission letter is not permission to remain. Study in Türkiye’s visa page says you obtain a student visa from the nearest consulate, and that you should start when the letter arrives because the procedure takes time. Some profiles on the same site tell people already in Türkiye to take a residence permit from the provincial directorate instead of a study visa. That instruction is for people already here. If you are outside Türkiye, follow the consulate. If you are inside, follow the written instruction of the university and the migration directorate.

After you arrive and register, the visa page says you apply for the residence permit on e-İkamet, then attend the provincial directorate or deliver the papers through the international office. You receive a residence card and a foreigner identification number. While the card is valid, the page says it can be used to enter and leave, so you do not take a fresh visa for each trip. Renew before it expires.

The card is the student residence permit in Articles 38 to 41. The detail, including the three-month health-insurance window, the ten-day rule when you change province, and the fact that a residence permit does not let you work, is in the student ikamet guide. The other permit types are in the residence-permit guide. Study in Türkiye says students are exempt from the residence application fee and pay the card fee. Confirm the payment screen, and do not pay anyone for the e-İkamet appointment. Associate and bachelor’s students may work only with a work permit, and only after the first year. Visa consultancy is about entering. It does not replace the residence file after you register.

Mistakes that cost the year

The pattern is usually a deadline from the wrong university, an exam the page did not ask for, or a residence step treated as if the acceptance letter had finished the job.

  • Applying once, to a consultant’s favourite campus, and missing three other windows that were actually open.
  • Sitting a private YÖS when the page required TR-YÖS, or offering a TR-YÖS score to a programme that still requires its own exam.
  • Using a SAT or TR-YÖS result older than the two-year limit in the YÖK principles.
  • Sending scans that cannot be read, or a translation into the wrong language, the week registration opens.
  • Assuming high-school equivalence and YÖK degree equivalence are the same stamp.
  • Waiting to book the consulate appointment until the departure date is close. The official page tells you the procedure takes time.
  • Entering on the wrong visa status and discovering that the provincial directorate will not convert it the way a forum said it would.
  • Missing the three-month general health-insurance window, or the ten-day window when you change province.
  • Working in the first year of a bachelor’s programme because someone said the student permit was enough.

How to use the official pages, and how we can help

Keep four bookmarks. YÖK’s admissions page for the principles and the year’s quotas. osym.gov.tr for the TR-YÖS guide. The university’s international page for dates, scores, language and documents. e-ikamet.goc.gov.tr for the card after you register. Study in Türkiye is the public guide behind the visa and equivalence notes used here. Türkiye Scholarships, if you want that route, is turkiyeburslari.gov.tr.

These pages were read in October 2026, when the 2026–2027 quotas were already published. A university can still close a programme or change a score. Education consultancy is for comparing programmes and preparing the documents the lists name, including translations. The university admits. The consulate issues the visa. The provincial directorate issues the residence permit.
