Sworn and notarized translation

A sworn translation, a notary’s approval and an apostille are three different marks on a file. Asuman Aksoy is sworn before a Turkish notary and is based in Fethiye, Muğla. She prepares written translations between Turkish and Persian, Dari, Pashto or English, in both directions. This page is for the moment an office has asked for one of those marks, or you are not yet sure which mark it meant.

WHO THIS IS FOR

People who have been told to “get it sworn”.

The phrase is used loosely. The right reader of it is the office that will receive the paper, not a general rule.

01 /

A Turkish public office

A provincial migration directorate, a population directorate, a university or a court may each name a different set. One file can need the translator’s signature, the notary’s act, or both, and sometimes a stamp that belongs to another country.

02 /

A notary, bank or employer

A notary may want a sworn text before witnessing a power of attorney. A bank or an employer may want the same page in Turkish before it opens a file. Ask that desk what it will actually accept.

03 /

A document going abroad

A Turkish public document used in another country may need an apostille after the Turkish signature is on it. That certificate is issued by a Turkish authority, not by the translator, and only where the receiving country is in the convention.

04 /

A first enquiry from outside Fethiye

Written work is arranged from Fethiye for clients elsewhere in Türkiye and abroad. You do not have to be in Muğla to ask. A notary appointment, if the file needs one, can be in Fethiye or at a notary you agree.

BEFORE WE BEGIN

What to have ready.

The first message describes the file. It does not attach the file. These are the details that let us say whether the work is in a confirmed pair and which marks are already known.

  • Source language and target language, named separately
  • Document type: civil record, diploma, contract, judgment, licence, or something else
  • Issuing country, and the authority that signed the original if you know it
  • The office that will receive the translation, and the purpose
  • Whether that office asked for a sworn translation, notary approval, an apostille, consular legalisation, or has not said
  • Approximate length, including annexes, stamps and the reverse of the page
  • Whether an apostille or a consular stamp is already on the original
  • How personal names appear on the passport, if the translation must follow that spelling
  • Any deadline you have in mind, understood as a wish rather than a booking
  • For a notary step: the city, if you already know you cannot come to Fethiye

Do not send a passport number, an identity number or a full scan in the first message. If a copy is needed later, the way to send it is agreed then.

A THOUGHTFUL PROCESS

The order is part of the work.

Doing the Turkish booklet first, then discovering that the original still needed a foreign stamp, is how people pay twice. The sequence below is the one we try to settle before anyone translates a page.

01—

Name the receiving office

Tell us who will read the page and what they will do with it. A migration file, a population registration and a university admission do not share a template.

02—

Agree the pair and the marks

We confirm that the written pair is one Asuman signs — Persian, Dari, Pashto or English, each with Turkish and in both directions — and which of the three marks the office has already named.

03—

Prepare the sworn text

The sworn translation is the translator’s own signed text, written under the oath given before a Turkish notary. It is the language work. It is not the notary’s act and it is not an apostille.

04—

Notary, only if required

If the file needs it, a notary in Fethiye, or another notary you agree, performs the notarial act, usually on the translator’s signature. That appointment follows the notary’s own day.

05—

Apostille or legalisation

A Turkish public document that needs an apostille goes to the governor’s side or the judicial commission, on their calendar. A foreign original is apostilled or legalised in the issuing country when that is what the Turkish office demanded.

06—

You file the set they asked for

Acceptance is the receiving office’s decision. TürkiyeRota does not issue permits, apostilles or notarial acts, and it does not control those queues.

THREE DIFFERENT MARKS

Sworn, notarized, apostille.

They can sit in the same folder and still do three different jobs. Ordering one does not produce the other two.

Sworn translation

Prepared and signed by a translator who has sworn an oath before a Turkish notary. The signature belongs to the translator. It says the Turkish, or the foreign, text is the translator’s rendering of the page she was given. Whether that is enough depends on the office that asked.

Notarized translation

A later act by a notary, usually on the translator’s signature, not a second reading of the language. Notary fees follow that notary’s tariff and are discussed separately. e-İkamet notes often ask for a notarized Turkish translation, so read the note on your own screen before assuming the oath alone will do.

Apostille

A certificate, under the Hague Convention of 5 October 1961, that the signature and seal on a public document are genuine. It does not translate the page and it does not say the translation is accurate. Türkiye has been a party since 29 September 1985. Inside Türkiye, administrative documents go through the governor or the kaymakamlık; judicial documents go to the judicial commission. The fee is the one that office, or the e-Apostille screen, shows on the day.

Iran and Afghanistan do not appear on the HCCH status table, which was last updated on 30 June 2026. Pakistan has been a party since 9 March 2023. A document from a non-party cannot be apostilled under the convention. The Turkish office then describes a legalisation route. Read the row for the country that issued your document on the day you file, because accessions change.

WHERE IT IS USED

The desk chooses the set.

The same birth record can travel five different ways. Match the marks to the desk, not to the document’s name.

Migration

When an e-İkamet list asks for a foreign civil record, the usual request is a notarized Turkish translation, plus an apostille if the issuing country is a party, or legalisation if it is not. The provincial directorate decides the permit. A complete translation is not an approval.

Population and civil status

A population directorate registering a foreign birth, marriage or divorce looks at the original and at the Turkish text it asked for. Ask whether the original must already carry an apostille or a consular stamp before the translation is bound to it.

Universities and equivalence

Admissions offices and, where equivalence is the goal, the Council of Higher Education publish their own lists. Many ask for a sworn or notarized translation of a diploma and a transcript. Translate after that list names the version.

Notaries, banks and courts

A notary or a bank may want a sworn text before it acts. A court wants the translation it named, and a judicial public document is apostilled on the judicial side. TürkiyeRota does not represent you in court.

COMMON MISTAKES

How a file gets translated twice.

Most repeats come from the order, not from the vocabulary.

01 /

Treating the three marks as one product

Asking for “a sworn apostille” does not describe a real step. Name the mark. If you do not know it, say so, and we start from the office’s wording rather than from a guess.

02 /

Translating before the foreign stamp

If the original still needs an apostille or a consular legalisation, binding the Turkish text first can leave the stamp outside the translation. The office then asks for the work again.

03 /

Assuming every pair includes interpretation

The four written pairs are confirmed. A seat in a notary’s room, at the land registry, or on a remote line is a separate booking. It is not included because a written pair exists.

04 /

Sending the scan first

A full passport scan, an identity number or a medical booklet in the first WhatsApp message is more than we need to quote, and it is more than you should put in a chat. Describe the page. Share a copy only by a method agreed afterwards.

PRACTICAL TIPS

A cleaner first message.

A short, specific note gets a more useful reply than a photograph of a whole folder.

  • Quote the office’s own words if you have them: “noter onaylı Türkçe tercüme”, “yeminli”, or a line from an e-İkamet note.
  • Say the issuing country before you say the language. Persian from Iran and Dari from Afghanistan are related, and they are separate confirmed pairs.
  • Count annexes and stamped pages. A one-page certificate with four stamped attachments is not a one-page job.
  • If names were transliterated differently on the passport and on the civil record, say so before the translation is signed.
  • Keep the original available. Some notaries and some receiving offices want to see it, not only a scan.
  • Check the HCCH status row yourself on the day you file if someone has told you “your country recently joined”.

TIMING

A window, not a fixed day.

Timing follows the document. A short, readable page in a confirmed pair is scheduled differently from a long contract, a poor scan, or a file that still needs a notary appointment. After you describe the type, the length, the pair and whether a notary step is already known, we agree a workable window for the translation itself. That window is a plan, not a promise. It does not include the notary’s hours in Fethiye, another notary’s calendar, or the queue at the kaymakamlık, the governor’s office, the judicial commission, or an authority abroad. A date you hope for is not a completion guarantee.
